The two-fold rating system employed by booking.com is as follows. The first part is a questionnaire. The second is the guest remarks and impressions.

The questionnaire is weighted much more heavily than the guest remarks. Say the location is rated by the guest at a 7.5 in the questionnaire the property can not receive a score of 10 regardless of what the guest’s remarks are.
